Funding and appropriated programs
Humanitarian Project Rules
Three pieces on the rules governing projects paid for from the humanitarian and disaster aid appropriation: the humanitarian purpose, sustainment and security force tests a project must pass before approval, the attendance and location rules that govern funded training, and the ten percent margin, scope change and rollover routes for a project that grows or cannot be delivered on time.

What makes a humanitarian project fundable
Civilians must be the primary beneficiary, sustainment must be local, and project splitting is prohibited at any size.
02Training on a humanitarian project
Everyone in the room other than instructors is receiving assistance, self-funded or not, and a formal school course cannot be paid for at all.
03Changing a humanitarian project
Ten percent of within scope growth is absorbed locally, new scope is paid from current year money, and a rollover lasts two years at most.
