The military assistance program in the statute
Military assistance under FAA Part II may be granted or loaned, loans need five conditions and last no more than five years, and every decision weighs three arms control risks.
02Drawdowns and peacekeeping assistance
Section 506 drawdowns are capped at $100 million a year for emergencies and $200 million for other programs, need prior notice to Congress, and may use cheaper commercial transport.
03Delegation, debarment and waiver powers
The FAA prefers private contractors for technical assistance, debars suppliers for up to three years for bribery or fraud, and caps the section 614 waiver each year.
