Reexports, retransfers and end use assurances
Retransfer needs written approval, the invoice carries a set control statement, and no license for SME issues until the DSP-83 is received.
02Temporary licenses and special conveyances
A DSP-73 lasts under four years with no transfer of title, a DSP-61 cannot support a permanent import, and changing an aircraft's registration can be an export.
03Congressional certification and general exemptions
Section 36(c) certification starts at $14 million for major defense equipment, exemptions cover $500 spares, models and repeat trade show trips, and every shipment needs an EEI filing.
